Joshua Hurwitz, Senior Consultant at port designer ? rm Moffaft & Nichol has made the case that in- creased fuel costs due to IMO2020 could prompt 1.2 mil- lion TEUs inbound to the U.S. to swing back to West Coast discharge, with shorter transit times from Asian ports.
