OCEANS 78 To Feature

Public Policy Issues

Discussions and debates on five critical oceans issues will be fea- tured at OCEANS 78, fourth an- nual combined conference spon- sored by the Marine Technology

Society and the Institute of Elec- trical and Electronic Engineers.

The conference will be held Sep- tember 6-8, 1978 at the Sheraton-

Park Hotel, Washington, D.C.

The Public Policy Program is an innovation sparked by Richard

National Oceanic and Atmospher- ic Administration, U.S. Depart- ment of Commerce. Added to what has heretofore been primarily a technical conference, the to 3-hour discussions will focus on actual and potential policy in the

United States. They will run con- currently with the technical ses- sions.

The five policy subjects are: outer continental shelf oil and gas; coastal zone management and ocean use; fisheries policy; ocean mining; and oceans re- search and development.

Format for the policy sessions will consist of speakers present- ing differing viewpoints, followed by a panel discussion and ques- tions or arguments from the au- dience.

The technical sessions that make up the largest part of the conference will this year include financing ocean development, deepsea mining, development of ocean energy and related envi- ronmental issues, ocean pollution, underwater vehicles and work systems, and state-of-the-art in- struments and hardware.

Approximately 150 papers will be presented from scientists and engineers at universities, labora- tories and private industry throughout North America and from abroad.

An introductory panel presenta- tion will open OCEANS 78 to dis- cuss benefits and problems asso- ciated with Government-industry cooperation in ocean development.

Cooperative ventures, regulatory activity, and governmental assist- ance will be discussed.

The Public Policy Program is being arranged by Heather L.

Ross, Assistant Secretary for Pol- icy, Budget and Administration of the U.S. Department of the

Interior. The Technical Program is being arranged by Anthony I.

Eller of the Naval Research Lab- oratory.

Mechanical Engineers, American

Society of Naval Engineers, Na- tional Association of Corrosion

Engineers, Sea Grant Association, and The Society of Naval Archi- tects and Marine Engineers.

Apply For Title XI

To Build Tank Barges

Three wholly owned subsidiar- ies of Seatrain Lines, Inc. have applied for Title XI guarantees to aid in the financing of one tank barge each. The applicants are Bedloes Shipping Co., Inc.,

Governors Shipping Co., Inc., and

Liberty Shipping Co., all of One

Chase Manhattan Plaza, New

York, N.Y.

Each barge will have a capac- ity of 32,000 deadweight tons, with a draft of 39 feet, overall length of 594 feet, and beam of 95 feet. Each will be capable of carrying four grades of liquid cargo. Tanks are to be coated, and the barges will have the ca- pability of heating the cargo.

The applicants indicated the barges are intended to be oper- ated in the domestic coastwise trade, and are primarily intended to be used in the carriage of bulk oil products. The applicants pro- pose chartering the barges to an affiliated company.

The Title XI guarantee re- quested by each applicant is $15,400,000, which represents 87% percent of the estimated ac- tual cost of each barge. Seatrain

Shipbuilding Corporation is the proposed builder for all the barges.
