An Advance Notice of Proposed Rule- making will be published in March, 1988 and a notice of Proposed Rulemaking in

July, 1988. Aftera60 day comment period, the Final Rule will be published in Novem- ber, 1988. The rules will be effective on

December 31, 1988.
