What's worse, the tax will hit lower and middle income consum- ers more than the wealthy.

That's because energy is a bigger part of their budgets than it is for the more well-to-do.

For example, the poorest house- holds — those with incomes in the bottom fifth of the population — spend almost 23 percent of their incomes on fuel.

By comparison, households with incomes in the highest fifth spend only about four percent.

Also, people who drive longer dis- tances will pay more.

This will especially affect people who live in rural areas and in the larger, less-densely populated states of the West, South and Midwest.

Little Help for Conservation

An energy tax won't help conser- vation, the environment, and oil imports much either. That's be- cause people and businesses need energy and will not substantially cut the amount they use unless the price rises drastically.

In fact, based on the experience ofthe 1970s and early 1980s,itwould take a tripling of energy prices to check growth in energy consump- tion.

Since the President's energy tax will hike prices by far less than that, it's unlikely that it will much affect consumption. And without cutting consumption, neither will it much improve the environment or reduce oil imports.

The Administration's own figures confirm this. They show oil con- sumption increasing after the tax is implemented, and only at a slightly slower rate that it would have in- creased otherwise. The slowing con- sumption amounts to just 350,000 barrels a day saved by the year 2000. (Continued on page 40)
