End Of Subsidies May Push

APL To Foreign Flag

The decision by the Clinton Ad- ministration to end operating subsi- dies to U.S. ship companies by 1997 may cause Oakland, Calif.-based shipping company American Presi- dent Lines to reflag. APL, which reportedly received more than $69 million in operating subsidies last year, depends on the funds to offset the costs of remaining a U.S.-flag carrier, including higher crew costs and taxes.
