MarAd To Reconsider

Northstar/Lachmar ODS

Request

The Maritime Subsidy Board has reopened for reconsideration appli- cations filed by Northstar Shipping,

Inc. and Lachmar relating to an earlier request by Lachmar for op- erating-differential subsidy (ODS) for two liquefied natural gas (LNG) carriers. The applications were as- signed Docket S-904.

The original request filed by the companies asked MarAd to assign

Northstar's ODS agreement to

Lachmar; and Lachmar requested financial aid for the operation of the

LNG vesselsLa&e Charles andLoui- siana in an essential service in the foreign commerce of the U.S. under an ODS agreement, and modifica- tion of its agreement to permit worldwide transportation of LNG

In its decision, the agency noted that the applications were for sub- sidy for LNG vessels which had not previously been subsidized and that grant of subsidy could not be rea- sonably calculated to carry out ef- fectively the purposes and policy of the Merchant Marine Act of 1936, as amended.

Parties are requested to file addi- tional comments relevant to the issues raised by the applicants in their May 27, 1994 petition to re- open.
