IPA Proposes Rule On Disposal

Of PCBs classes for Carnival captains, staff captains and senior deck officers.

The Carnival training classes will be held at STAR Center's Dania,

Fla., facility on the bridge of its 360- degree field of view simulator. A

KaMeWa joystick system is being installed to duplicate the same type of computer-based remote control steering system found on Carnival's

Fantasy class ships.

The simulator can reproduce any body of water, and can create chang- ing weather conditions and currents.

SSC Releases Ship Structure

Research Projects

The Ship Structure Committee (SSC) — an interagency committee that sponsors ship structure re- search projects — has released two reports which are available upon request. In a report concerning the premature cracking of ship and off- shore structures built of high- strength steels, the SSC applied a review technique to assess the fa- tigue strength of structural details using those steels.

Another report calledUncertainty of Strength Models for Marine Struc- tures was published, in an effort to develop a method that can be used to quantify the uncertainties in strength capacities of structures.

The Environmental Protection

Agency (EPA) is proposing amend- ments to its rules under the Toxic

Substances Control Act (TSCA) for polychlorinated biphenyls (PCBs).

Changes are being proposed for the requirements for determining

PCB concentration; marking, stor- age, and disposal; decontamina- tion levels and procedures; and the reporting and recordkeeping requirements for PCBs, PCB items, and environmental media (e.g. soil, sediments, rivers, and lakes) contaminated with PCBs or

PCBs in association with radioac- tive materials.

In addition, the EPA proposes to insert additional definitions and references, including new autho- rizations and exemptions, require the registration of furnaces, regu- late the disposal of liquids in land- fills, coordinate PCB disposal ap- provals with other federal and state programs, and revise the reportable quantity in the spill cleanup policy. The EPA is also proposing to coordinate strategies for the remediation of PCB spills and other disposal sites, includ- ing cleanup under the Resource

Comprehensive Environmental

Response, Compensation and Li- ability Act (Superfund). The EPA intends to conduct one or more informal public hearings in the
