Pictured on this month's cover are a pair of port pilot boats — the Phineas Banning and the Stephen M. White — both assembled at Willard Marine boat yard in Anaheim, Calif. The boats were designed specifically to serve the needs of Los Angeles port pilots who, under U.S. Coast Guard regulation changes, will have their boarding area extended to three miles out to sea.
