In the interest of improved safe- ty, the U.S. Coast Guard (USCG) announced a proposal on July 12 focused on tightening licensing and manning on towing vessels. The proposal would create new licenses with additional levels of qualifica- tions, calls for enhanced training and more operating experience and requires practical demonstrations of towing skills. The rulemaking stems from findings of the investi- gation into the AMTRAK rail dis- aster that claimed 47 lives near
Mobile, Ala., in September 1993.
The USCG concluded that improvements in licensing, train- ing and qualifications of towing vessel officers could reduce the number of marine accidents associ- ated with these vessels.
According to USCG officials, the proposal resulted from an exten- sive, cooperative effort with repre- sentatives of the towing industry.
The proposal was published in the
Federal Register on June 19 as a notice of proposed rulemaking.
Written comments must be received before Oct. 17 and should be addressed to the Executive

Advanced Research Project Agency (DARPA) and the U.S. Navy to pro- vide initial design concepts for the
Arsenal Ship program. The team will reportedly be led in the initial phases by Lockheed Martin
Government Electronic Systems, of
Moorestown, N.J.
This contract is the first element of a six-phase program, which is planned to ultimately include con- struction of arsenal ships — float- ing missile batteries with as many as 500 vertical launch missiles that could be directed against mul- tiple threats from another ship, from aircraft, or from land-based control sites. Ship design plans call for the incorporation of stealth technology for improved surviv- ability, and highly automated con- trol systems for reduced crew lev- els and lower operating costs.
