Conference on Trade and
Development (UNCTAD) agreeing to cooperate in promoting the time- ly development and implementa- tion of an international green- house gas emissions trading sys- tem, in accordance with the Kyoto
Protocol signed in December 1997.
The Protocol requires industri- alized countries to limit emissions, mainly carbon dioxide, through a variety of measures including emissions trading, which should be supplemental to domestic actions.
The role of a certification authority would be to validate the permits which would be traded internationally by either govern- ments or the private sector and verify actual emissions from par- ticipating bodies.
