ABS is part of a classification trio, which is working to upgrade the safety of inter- national shipping.
Leading Societies Launch
Sweeping Safety Initiatives
American Bureau of Shipping, Det Norske Veritas and Lloyd's Register have developed a series of initia- tives to further improve the safety of international ship- ping. The three leading classifica- tion societies have agreed on 10 actions that will strengthen the classification pro- fession and make poor quality ves- sels easier to iden- tify and act upon.
The past 12 months have high- lighted an appar- ent weakness in the ability of Clas- sification Soci- eties to respond to critical issues fac- ing the shipping industry. While continuing to support IACS, the three societies will refocus much of their considerable resources on the important quality issues facing the profession and the wider shipping community. The objective of the coop- eration is to speed the pace and enhance the quality of decisions in order to meet the expectations and demands for safer shipping.
Agreement has been reached amongst the three soci- eties on critical issues including: A common scheme for identifying, targeting and monitoring possible sub- standard vessels and to align ISM with other safety management control measures by linking future issuance of SMC Certificates to the classifi- cation of the vessel.
The objective will be to phase out over time the split responsibility that now exists when one society classes the vessel while another judges compliance with the ISM
Code. With immediate effect the three soci- eties will for all vessels instruct the survey- ors to report at regular annual class surveys whether the conditions are such that an extraordinary ISM audit onboard is recom- mended.
It was also recommended to: strengthen the Transfer of Class Agreement (TOCA) so that the losing society shall deal with
Conditions of Class and outstandings before completion of change of class: intro- duce an Early Warning System to exchange information on sister ships; require two sur- veyors in attendance for all special surveys for tankers and bulk carriers above 15 years of age; Co-operate with respect to use of exclusive surveyors; establish common basic design criteria for ship design, includ- ing hydrodynamic loads and corrosion mar- gins for standard ship types; Harmonization of Condition Assessment Programs (CAP); introducing common standards for training and qualification of Surveyors; increase transparency of information by establishing common formats for onboard and ashore information and increase the amount and
ANCHORS « CHAINS information available on Inter- net.
The other members of
IACS are encouraged to adopt the 10 initiatives. However, the adoption of the proposed measures by all IACS members is not a prerequisite for timely implementation by the three societies.
MAN B&W Extends MC Program
In order to meet the demands for more powerful engines, specifically in the container vessel arena,
MAN B&W has added an L60MC-C and an L70MC-
C compact engine to its program.
On the basis of the S-MC-C platform engines, both series will boast compact versions of the existing
L60MC and L70MC, and with increased output obtained by raising the mean effective pressure to 19 bar. This brings MAN's engine program to a total of 27 engine types covering any power requirement for marine propulsion from 1,500 bhp to 93,000 bhp.

Subse- quent to this, the MariTel Net- work will be comprised of 286 radio towers situated along the coast and inland navigable waterways of the U.S.
These towers will provide seamless coverage for
VHF marine telecommunications and links to land- line telephones worldwide.
Developed by Cubic Communications, the MTC-100 transceiver is a spin-off of the company's ATC-100 air traffic control ground transceiver. In addition to MTC- 100, MariTel utilizes Cubic's Direction Finding Sys- tem, which provides vessel location information for use in vessel tracking and search.
