The successful candidate will:

The IPT Director/Leader is individual accountable for the Profit and Loss of the program under his/her cognizance, including the aftermarket performance. He/she has overall life-cycle responsibility for the ship classes assigned as part of the IPT. The IPT lead carries the authority and accountability for achieving a well defined program, ensur- ing it meets schedule, specification, cost and business case requirements expressed as objectives agreed with the Customer and the Business. The IPT lead develops, builds and manages the integrated multi-function program team and represents both the inter- ests of the customer and the business.

Essentially, all aspects of the program are the IPT lead's responsibility. He/she owns the contract(s) and is the primary interface with the customer. Experience and proven ability to liaise with customers, suppliers and partners is essential, along with gaining their commitment acceptance, managing their interaction and translating the relevant pro- gram requirements to each. A high degree of negotiating skills, commercial proficiency and conflict resolution is required. The IPT lead manages the planning, monitoring and controlling of the program at the top level.

Essential to this is the creation and manage- ment of the work breakdown structure, a clear set of customer/contract require- ments, a defined Program Quality Plan, establishing a rigorous EVM process and effective risk management. A fundamental role is the preparation and presentation of program reports that communicate the com- plete current and forecast status of the pro- gram. A key responsibility of the IPT lead is to see to it that program plans are effective- ly and efficiently resourced through frequent interfacing with the Functional Managers (Resource Sponsors).

Position requirements include:

Bachelor's degree in a related field; high level of drive and imparting; strong interper- sonal skills; persuasive, efficient and effec- tive communicator; experience in develop- ment and leadership of multi-function teams; strong financial acumen, especially in pro- gram accounting; proven program manage- ment leadership in a multi-function environ- ment; experience in managing international customers and teams; highly developed skills in written and oral communication skills; strong organizational skills; prior expe- rience with US Navy and/or US Coast Guard will be viewed positively; some domestic/International travel required; US

Citizenship or ability to obtain green card within 12 months.

Responsibilities: Oversees the management, operation and maintenance of the Marine

In charge of all aspects of the Marine Department including budget planning and execution, per- sonnel manning, safety program, training program, vessel operational tasks, mainte- nance program, and departmental adminis- trative processes. Manages the departmen- tal budget ensuring each PWS line item is budgeted and tracked through out the fiscal year. Submits budget plans and departmen- tal cost estimates as required. Oversees the development the standard ferry schedules for Ebeye and Roi as well as the weekly watercraft schedule and the daily vessel and crew assignment. Manages the departmen- tal safety program to include oversight of the work processes, JSAs, safety training and safety supervision of all work/tasks. Man- ages the departmental personnel actions including disciplinary issues and coordinates and reviews annual performance reviews and salary plan. He /she conducts vessel inspec- tions and provides SeeSOR data and inspec- tion results to appropriate authorities. Devel- ops mission support plans with customers and ensures that crews are briefed on mis- sions and duties. Oversees the departmental maintenance program through the Port Engi- neer including the budget planning and scheduling of vessel overhauls. He/she must be qualified as Pilot for the Port of Kwajalein and will direct and coordinate the movement and docking of visiting ships. He/she will, through the Port Captain, oversee the port operations including stevedoring, line han- dling and emergency response. He/she will, through the Port Captain, be in charge of the

Oil Spill response team "CHARLIE". He/she will manage the dive team including ensuring qualified divers are available to operate the recompression chamber. Reports directly to the Deputy Program Manager for Logistics for orders, guidance, training and duties.

Performs assigned systems tasks/efforts to include government directed work schemes under general direction

Requirements: 1. Requires college diploma in a science/engineering field. 2. Five Years experience marine shipboard experience, three years experience shore side vessel management or Port operations, two years experience piloting experience vessel over 1600 tons. Five years of Work

Management Systems development and implementation in the maintenance of marine vessels in a Shipyard or Marine Terminal for the public sector. 3. U.S. Coast Guard Chief Mate Oceans

Unlimited Tonnage with a 1600T Master's endorsement license with all applicable

STCW endorsements for international waters for 1600T vessel. Pilotage for Kwajalein waters of the RMI. 4. Character and background to obtain a secret security clearance.

Preferred 1. Graduate of a U.S. State Maritime College or Federal Naval, Maritime or Coast Guard
