FCC OKs Comsat Petition

Communications Services

Comsat Mobile Communications,

Washington, D.C., has been autho- rized by the Federal Communica- tions Commission (FCC) to provide an array of mobile satellite commu- nications products and value-added services, including news and infor- mation services, specialized elec- tronic mail systems, telephone equipment for ships and land mo- bile applications. The authoriza- tion is subject to Comsat's submit- ting and the FCC approving some nonstructural safeguards to ensure an open and competitive environ- ment. The FCC issued an order granting a partial waiver to the "structural separation" restrictions that have prevented the Comsat business unit from offering its mari- time customers any value-added

Inmarsat communications services beyond basic voice, data and fac- simile, except on a case-by-case ba- sis that required time-consuming and sometimes complicated FCC fil- ings. The restrictions prevented

Comsat from marketing and selling some services except through a sepa- rate subsidiary with separate sales, service and executive staffs.

According to Ronald J. Mario,

Comsat Mobile Communications president, the company sought re- lief from the restrictions because the system was costly and ineffi- cient to manage and limited

Comsat's ability to bring the mari- time community state-of-the-art communications services.

Maritime Carriers Sells

M/V Ocea For $5.75 Million

Maritime Carriers, Ltd., of

Hamilton, Bermuda, has announced that it had entered into a contract for the sale of its 1979-built bulkcarrier M/V Ocea for $5,750,000.

The net proceeds from the sale of the vessel are designated for debt re- duction; accordingly, no dividend distribution will be made. The ves- sel will be written down, as of De- cember 31,1992, to its net realizable value, resulting in a fourth quarter 1992 charge of approximately $750,000. The sale of this vessel will improve the company's working capi- tal and facilitate its efforts to come into compliance with covenants in its mortgage loan agreement.

After the sale of the Ocea, Mari- time Carriers will own and operate four handy-size dry bulkcarriers anc four product tankers.
