Seeks MarAd OK: The Maritime

Administration (MarAd) has re- ceived an application from Gulfcoast

Transit Company renewing its ear- lier request for temporary written consent under section 506 of the

Merchant Marine Act, 1936, as amended, to transfer the Janis

Guzzle to the domestic coastwise trade for not more than six months during a 12-month period. The vessel was built with the aid of construction differential subsidy.

The application has been assigned

Docket S-905, and scheduled to be published in the Federal Register.

To Transfer Deck Barge Regis- try: Louisiana Materials Co., Inc.,

New Orleans, La., has received ap- proval from tbe Maritime Adminis- tration to sell the deck barge TMI 96 to McKeil Work Boats, Limited, a Canadian corporation. The 4,540- gt vessel was built in 1942 in

Chester, Pa., and will be transferred to Canadian registry.

August Trading Asks Permis- sion To Sell Sea Trader I To

Italian Buyer: MarAd has re- ceived an application from August

Trading, Inc., Cedar Rapids, Iowa, to sell the 34,401-dwt barge Sea

Trader I. The proposed purchaser is Somocar S.pA. of Italy. The barge was built in 1971 in Akitsu,

Japan. If approved, the barge would be transferred to Italian registry and used for trading between Ital- ian coastal ports and ports in the

Adriatic and Mediterranean Seas.

Cenac Towing Seeks To Sell Two

Tank Barges: MarAd has received an application from Cenac Towing

Company, Inc., Houma, La., asking permission to sell two tank barges, the CTCO 2303, and CTCO 2304.

The proposed purchaser is T.J.T.

Service Co., Ltd., of Bangkok, Thai- land. The barges were built in 1968 in Harvey, La. MarAd's permission is required under section 9 of the

Shipping Act, 1916, as amended.

The USCG published a final rule that requires all merchant mari- ners applying for new or renewed licenses, certificates of registry or other credentials to be tested for illegal drug use, whether or not a physical examination is required.

However, physicals are not required for certain types of document trans- actions, i.e., when certificates of reg- istry are issued for physicians, nurses and pursers and when docu- ments are issued for entry-level rat- ings. Merchant mariners will still be exempt from periodic testing if they are covered by a random drug testing program or can show nega- tive test results from a USCG-man- dated drug test conducted within the previous six months.
