PREP drills consist of private industry and multiple government agencies includ- ing the Coast Guard, Environmental Protection Agency (EPA), Department of Transportation's Pipeline and Hazardous Materials Safety Administration, and Department of the Interior's Bureau of Safety and Environmental Enforcement. Public comments on the proposed new PREP guidelines were due in April. The Coast Guard?s Final Rulemaking on Ballast water management, 33 CFR 151 subparts C and D, was published on March 23, 2012.
