MarAd Transfers Mitchell To Washington

William R. Mitchell Jr. has been appointed Chief of the Division of Commercial Cargo in the Maritime Administration's (MarAd's) Office of Market Development, it was announced by Robert J. Blackwell, Assistant Secretary of Commerce for Maritime Affairs.

Mr. Mitchell formerly was market development officer in Mar- Ad's Central Region, with headquarters in New Orleans, La.

In his new assignment, he is primarily responsible for marketing efforts to increase the utilization of U.S.-fiag ships by commercial shippers. He succeeds Gary S. Misch, now deputy director of MarAd's Great Lakes Region, Cleveland, Ohio.

In New Orleans, Mr. Mitchell was executive secretary of the National Maritime Council's Central Region Action Group and a member of The Propeller Club, World Trade Club of New Orleans, Plimsoll Club, and the International House.

He joined MarAd, an agency of the U.S. Department of Commerce, in 1971 after some 26 years of service with Moore- McCormack Lines, Inc. Starting with the company in 1945, he subsequently was its Washington (D.C.) representative (1960-67) and director of the Baltimore- Norfolk Region with headquarters in Hampton, Va. (1969-71).

Mr. Mitchell attended the University of Maryland and Johns Hopkins University, where he majored in business administration.

He earned five battle stars with the U.S. Army in the European Theater in World War II.
